This program promotes comprehensive actions that seek to guarantee the quality of new neighborhoods, the adequate provision of public and social services, and the effectiveness and facility of processes for the formulation, adoption and management of the plans. The partial plans constitute a planning instrument that can guarantee the ordered development of new urban areas.

For the purpose of optimizing the Partial Plan instrument contained in Law 388 of 1997, this program is designed to formulate the conceptual and methodological bases for the promotion of the correct application of the instrument in the area of expansion, for the ordered growth of the cities. This optimization demands an analytical balance under the land use planning law and existing decrees and agreements. The program is therefore designed to evaluate Partial Plans and Real Estate Banks (Bancos Inmobiliarios) in progressive phases for the purpose of identifying common terms and complex procedures.

The program also seeks to assist the country''s municipalities in the implementation of the so-called Real Estate Banks, made up of land reserved by the municipalities for the development of priority projects, such as those involving Social Interest Housing, facilities and infrastructure projects, among others.

Projects Underway in 2008:

• Formulation of Partial Plans for Social Interest Housing in the municipalities of Cúcuta, Pasto, Buenaventura, Apartadó and Mocoa.

• Formulation of the Malecón de Juanchito Macro Project, Candelaria.
