The Ministry carries out its planning process for the activities to be performed during a given year, based on the availability of annual resources.

The second paragraph of Article 29 of Law 152 of 1994, the Organic Law of the Development Plan, provides that "the national public administration agencies shall prepare a Quadrennial Indicative Plan with annual action plans, based on the guidelines of the National Development Plan?, and these instruments constitute the basis for evaluating the results of the National Development Plan.

The annual monitoring of this Plan allows for a determination of the results obtained with respect to the goals pursued by the Ministry for the four-year period. This exercise, in turn, contributes to the evaluation of the fulfillment of the commitments established in the National Development Plan for the sector.

Periodic monitoring of the execution of the Action Plan facilitates timely decision-making for the fulfillment of the proposed objectives and goals.

The 2011 action plan of the Ministry of the Environment, Housing and Territorial Development is presented below. It contains goals and indicators, and it is subject to modification by the responsible departments in accordance with the needs identified and the strategies adopted for fulfilling the goals.

The fundamental purpose of this report is to show the performance of each office responsible for administering the resources of FONAM (the National Environment Fund) in pursuing the goals of the Action Plan for which it is responsible.

In parallel fashion, compliance with the goals is evaluated in accordance with the National Development Plan (NDP) strategies, which include the commitments assumed by the Ministry of the Environment, Housing and Territorial Development for the current period of government.

The results reflected in these reports correspond to the progress reported in SINAPSIS by all responsible parties, and their individual contributions may be reviewed in this system.

SINAPSIS is the application used for the monitoring of the Institutional Indicative Plan and the annual action plans of the Ministry of the Environment, Housing and Territorial Development, in accordance with the commitments assumed by the agency in the National Development Plan and with current sector policy priorities.

The first part of the FONAM report describes the execution in physical terms, that is to say, the steps taken in fulfillment of the goals, and the second part discusses the use of the budget resources appropriated for the reported period.
