Article 208 of the Political Constitution of Colombia defines the obligation of Ministries and Administrative Departments to present at the beginning of the legislative session (July 20 of each year) a report on the activities performed during each year of government, for the purpose of exercising political control over their management.
This annual report contains the main aspects of the activities performed between July of the previous year and June of the current year, and presents the progress made in the implementation of the National Development Plan (NDP).
In accordance with the 2006-2010 National Development Plan, "A Community State: Development for All", the MAVDT contributes to the achievement of the following objectives:
1) Reduction of poverty and promotion of employment and equity: this refers to proper territorial organization and planning, and the implementation of drinking water, basic sanitation and housing policies throughout the country, providing direct benefits to the poorest residents of the country.
2) Environment and risk management that promotes sustainable development: this reflects the environmental strategies that should be implemented, and that, through territorial and sector collaboration, guarantee the sustainable use of natural resources that support the conditions for the economic and social development of the country.

2010 Management Goals and Indicators
This report presents the progress made toward achieving the goals of the action plan proposed by the Ministry. The results correspond to the progress reported in SINAPSIS (the tool designed for monitoring the entity''s action plan) for each of the activities programmed during the period.
Report on the Achievement of Goals Programmed in the 2010 Action Plan
This report has five parts: the first part contains a graph that shows the progress made by the Ministry in carrying out the action plan, and compares this to the expected result, based on the execution timetable for each of the goals that form part of the Plan.
The second part contains a list of each of the Ministry''s directorates and work groups, together with the progress made toward the goals for which they are responsible, classifying the progress achieved using the traffic light methodology.
The third part uses graphs to analyze the progress of the action plan with respect to each of the strategies of the 2006-2010 National Development Plan.
The fourth part presents the budget execution as of the closing date of the report, broken down for each office that has an investment budget within the action plan.
Finally, the fifth part compares the progress made by each office in executing the action plan and associated budget during the period.
