A monitoring and evaluation scheme has been developed to facilitate the general determination of the status of execution of projects of institutional interest, based on a strategy of integrating the different systems or processes that monitor the progress of Environmental, Drinking Water and Basic Sanitation, Housing and Territorial Development projects.
The objective of the monitoring scheme is to obtain timely, quality information that supports the participation of the agency (the Minister, Vice Ministers and Directors) in different national and regional events (Community Government Councils, management controls of the Office of the President, debates in the Congress of the Republic, public hearings, regional meetings and visits, among others), and that allows for the institutional activities to be made public in a transparent manner to the community and other entities (ministries, governments, municipalities, control organisms, inspectorships, etc).
For the GENERAL MONITORING OF THE STATE OF PROGRESS of sector projects, the information is continuously updated, consolidated and reported through the intranet and institutional portal in which the Ministry''s offices participate.
This first phase involves the Ministry''s use of technological and computer tools, as well as databases and protocols that are currently used in reporting departmental and municipal management information, applying the following scheme:
The guidelines and mechanisms for updating the state of progress of the projects are defined in a Procedural Guide ("Instructivo Procedimental").
