Regional Planning Instruments


The Ministry of the Environment, Housing and Territorial Development (MAVDT) has the authority under Law 99 of 1993 to direct and coordinate processes for the harmonious planning and execution of the activities of the entities that make up the National Environmental System (SINA), including the Regional Autonomous and Sustainable Development Corporations (CAR).

The Regional Autonomous and Sustainable Development Corporations (CAR) are public corporate entities comprised of regional agencies and are charged by law with administering the environment and renewable natural resources within their jurisdiction, and promoting the sustainable development of the country.

The MAVDT?s Directorate of Planning, Information and Regional Coordination has developed a series of instruments for use and application in the Regional Autonomous and Sustainable Development Corporations (CAR), for the purpose of contributing to the design and improvement of the planning and monitoring process. These instruments are available to the public as guides:

  • Recommendations for the Formulation of the Action Plan of the Regional Autonomous and Sustainable Development Corporations (CAR) (2007-2011) (download the Excel file attached to this page).

Regional Environmental Planning should be understood as a dynamic sustainable development planning process that enables a region to guide the management, administration and use of its renewable natural resources in a coordinated and systematic manner, in order to contribute to the establishment of sustainable development alternatives in the short, medium and long term, in accordance with biophysical, economic, social and cultural characteristics and dynamics.

In this way, current regulations provide new criteria for optimizing planning processes in terms of the need for action on high-impact regional priorities, in the context of a more coordinated, efficient, transparent and participatory management. They also define the evaluation and monitoring instruments that should be used in institutional and environmental management activities in order to measure their development, generate the bases for decision-making, and contribute to the establishment of a continuous improvement process and an information management culture.

In order to facilitate this work, the planning and monitoring instruments that guide the management and planning of the Regional Autonomous and Sustainable Development Corporations (CAR) have been optimized.

Of particular importance in this work was the issuance of Decree 1200 of April 20, 2004 and Resolutions 0643 of June 2004 and 0964 of June 2007, relating to the minimum indicators that should be considered for the monitoring and evaluation of corporate management, as well as the regional planning instruments, the Regional Environmental Management Plans (PGAR), the Triennial Action Plans (PAT) and the Annual Income and Expense Budget (PARG).

PAT and PGAR Management and Evaluation Reports

The Directorate of Planning, Information and Regional Coordination of the Ministry of the Environment, Housing and Territorial Development prepares reports on the management and progress of the Triennial Action Plans (PAT) of the Regional Autonomous and Sustainable Development Corporations (CARs). This information is presented in a Comprehensive Management Evaluation of the CARs.

The comprehensive evaluation analyzes, summarizes and compares the results of all 33 CARs in Colombia for the purpose of observing the progress in the physical and financial execution of the programs and projects of the Triennial Action Plans (PAT) and the Regional Environmental Management Plans (PGAR). This also provides a view of the CARs? general financial and budgetary performance.
