The Quality Management System (Sistema de Gestión de Calidad - QMS) encompasses the definition, implementation and maintenance of mechanisms created for the fulfillment and continuous improvement of the mission of the Ministry of the Environment, Housing and Territorial Development (MAVDT) and for its institutional development.
These mechanisms are created on the basis of elements that make up the cycle of quality, and on tools for the documentation, management, monitoring and evaluation of policy formulation; technical and regulatory promotion and instrumentation; and the monitoring of environmental, housing and territorial development policies.
The Quality Management System is an institutional management tool designed to facilitate communications within the institution and the coordination of actions for the attainment of products and services that meet and exceed the expectations of users, target groups and beneficiaries of the functions assigned to the Ministry.
The MAVDT has designed and implemented the Quality Management System pursuant to Law 872 of December 2003, Decree 4110 of 2004, and Resolution 1324 of September 2005, and in accordance with the provisions of the Public Management Technical Quality Standard, NTCGP-1000:2004.
Quality Policy
To guide sustainable development for the purpose of improving the quality of life of Colombians and the integrity of the environment, through the formulation, orchestration and implementation of policies related to the environment, housing, territorial development, drinking water and basic sanitation, under the principles governing public management, the efficient use of human, physical and financial resources, the satisfaction of the rights and needs of stakeholders, and continuous improvement of the quality management system.
Quality Objectives
To develop, orchestrate and implement policies related to the environment, housing, territorial development, drinking water and basic sanitation in order to guide sustainable development and improve the quality of life of Colombians and the integrity of the environment.
To perform the functions assigned to the Ministry in accordance with the strategic plans, in order to fulfill the mission of the Ministry and the rights and needs of stakeholders under the principles of integrity in public management.
To support policy implementation through the dissemination of technical instruments, promotion, collaboration and technical assistance.
To improve the performance of the Ministry''s employees in developing, orchestrating and implementing the policies, through the provision of welfare, training and occupational health plans.

Teamwork in any process improves quality.
The Quality Management System is based on processes that are given focus and driven by people. Everyone, in every position, in the Ministry is a Quality Management System, because everyone''s work is a key component in the fulfillment of our objectives: to achieve personal and user satisfaction and the continuous improvement of our entity.
The processes constitute the operational basis of the Quality Management System. They comprise a set of mutually related or interconnected activities that generate the products and services that represent the fulfillment of the mission entrusted to the Ministry. They are classified as strategic, mission, support and evaluation processes (see Section 3.39 of the NTCGP -1000:2004) and the system determines their sequence and interaction and the criteria and methods for their operation and control.
